Unsurprisingly the most popular website being visited now is Www.Healthcare.Gov, the Obamacare marketplace that has forced the Government shutdown.
The Obamacare (or affordable healthcare for all by the Obama Govt) website comes with an one page guide to the health insurance marketplace.

At first glance the website seems surprisingly simple, well laid out and easily navigable.
However early twitter reports convey a number of glitches with some of the exchanges for different states down.
To start with one has to first go into the Individual/Families or the Small Business Category. The next step would be to Select the State.
Go to the Healthcare.Gov website to continue with one's application for Obamacare.
